Apple airport express

I saw an ad online for an Apple airport Express for quite cheap and I'm wondering if I can easily set it up to work as an access point using a PC.

The setup software requires MacOS. I don’t think there is even an iOS app for it. It has no web server to make changes directly.

Looking to buy GTX690, other multi-GPU cards, or single-slot graphics cards:

I've found a program for Windows on Apple's website that claims to set up airport express

its ok for the price, but it doest have ac wifi. there are much better solutions available
