AeroCool Project 7 80 Plus Platinum 650 Watt is this suitable for overlocking CPU , RAM GPU on

z390 taichi ultimate + i9 9900k + palit 2080 ti rtx + g.skill 3200mzh 32gb (2x16gb) cl14 ripjaws + noctua d15, some case fans, and other periphery like keyboard mose sound system etc...

How many fans i can install ?

Whay if i will not overlocking and the power supply will not be such loaded ? Will it be bad?

Yep, that'll be fine. Project 7 is a good quality PSU.

650W is enough for your system.
i9 9900k will use up to 200W at stock, or 250W overclocked to 5GHz. (synthetic Prime95 load)
The RTX 2080Ti will use up to around 285W (Little more if you have a high end factory OC card, but ~285W should be fine for your Palit)

The rest of the system won't consume a great deal, usually around 50W or so for the HDDs/SSDs, motherboard, RAM, fans, etc. So total system power consumption shouldn't be any more than 600W, and that's assuming you're doing synthetic workloads on everything at once with an overclocked CPU. Real world like gaming loads should be a little lower.

Looking at prices on that website and what is available there's some other suitable options available that might be worth considering as well, including some which are a little cheaper as well.
