Low CPU and GPU Usage in Certain Titles

I've noticed that in some games (Borderlands 2, Destiny 2), FPS gets very low at times, while CPU, RAM, and GPU usage all remain low. In other titles and benchmarking applications like Heaven, I see the expected performance with much higher GPU usage. Usage percentages don't change much when applying different graphical settings in-game. As far as CPU usage on a per-core basis, all is normal from what I can tell. Temperatures also remain steady, with the CPU hitting a max of 60-65C and the GPU never going past 65C. Neither the CPU nor the GPU are overclocked.

 

I should also note that programs like Speccy and EVGA Precision report CPU temps of over 100C, whereas Ryzen Master, MSI Afterburner, and HWInfo report the temps mentioned above.

 

What I've tried:

Messing with all the settings in the NVIDIA Control Panel
Uninstalling graphics drivers
Setting any sort of power management setting I could find to prefer maximum performance
Disabling HPET
Reinstalling Windows

RTX 2070 GPU
MSI B450 Tomahawk Motherboard (Latest BIOS Version)
G.Skill Aegis 2x8GB 2400mhz RAM

EVGA SuperNOVA G3 750 W 80+ Gold PSU

Couldn't seem to find anything that was trying to save power

I wasn't, but when I turned it on, I couldn't see any noticeable difference in usage.
