Does using an vga to hdmi adapter with a monitor lower image quality? I ask this because my monitor has a vga port but my laptop does not.

So its HDMI from your laptop to DVI on your monitor? If that's the case, then no. It won't lower the image quality, however it does limit the maximum resolution(if you're running a 1080p screen you'll be fine).

If your laptop runs lower than 1080p and your monitor is decently sized(maybe 23" and above) you might see some blurriness since there will be lower ppi(pixels per inch)

Be careful with what you actually buy. If going from HDMI to VGA, you need an HDMI to VGA converter, not a VGA to HDMI converter. They're directional when going from digital to analogue and vice versa.
