I decided to buy i5 9400f and use my old mobi as my budget is only for processor

Is i5 9400f without overclocking is worth to buy

You can't overclock the 9400F either way, so you don't need to get Z370/Z390.

And it depends on what you're gonna use it for I guess, 9400F is a great CPU for gaming

Also you might wanna look into the Ryzen 5 2600/2600X as it can overclock and it will be faster than the 9400F overall

Depends on area of use. For pure gaming purposes, 9400f is superior, and costs the same as 2600.

 

But ryzen has hyperthreading, which seems a bit more futureproof.

I'd strongly advise you to go with the B360M D3H from Gigabyte isntead, you lose too much functionality with H310M chipset.
