it is. I have all the "TV" features, as many as I can, disabled too.

Yeah I have the same issue on my old TV using HDMI on an AMD card, no clue why it does that but on VGA it looks fine.

Also hooking up the TV to a receiver using HDMI will also look fine, PS4 looks fine as well, probably different standards, I think Interlacing has something to do with it?

I got a new GPU today, picked up an R9 270 for 50 dollars. Up until now I've been using VGA from my APU, but I had to switch to HDMI. The screen looks like a mixture of oversharpness, low resolution, and a weird contrast. I tried fixing it in my monitor settings but nothing helped. Running over VGA never did this, and it's not the new GPU bc the monitor did the same thing with my other PC over HDMI. Any ideas?

Is it a TV monitor?

Interesting, thanks. I think I'll look into getting a DVI->VGA adapter. Should fix it if I eliminate using HDMI right?

I would double check in the Global Radeon settings that 'Morphological Filtering' is set to [OFF].

Make sure the resolution is set at your TV's native resolution (e.g. not using 720p for 1080p TV).
