That's a bad CPU, in general. Don't buy it.

16GB of ram is probably more than that CPU can put to good use in any game. Seems like an ok machine for 2D emulators or classic style titles like shovel Knight, maybe older titles like half life as well.

I also can't delete this spoiler I accidentally added because I'm on mobile.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

If you're looking at something around the same price used go for the i5 2400 or 3470, they're usually pretty good budget options.

New units go for the Athlon 200GE or R3 2200G.

i5 is too broad. i5 range from 30dollars to 500 dollars or more.

What's your budget, what kind of games do you want to play ? Also are you not planning to get a dedicated GPU?

GPU dictates what kind of games you can play more so than the CPU.

So that's pretty broad, sounds like you just want a graphics card in general, you're not so sure what you're looking for.

This is likely the part where people start attaching pcpartpicker.com lists so I'll come back soon with my own.

The 2060 beats the 1070 in price and matches it in performance (roughly)

Unless you get a used one on eBay, which I highly recommend.

The 2060 is about as good as a 1070, it's actually closer to a 1070 Ti, last I checked.
