Is there any performance difference between RX 580 4GB and RX 580 8GB VARIANT. 

IF NOT, I WILL GO WITH RX 580 4gb variant

if you are willing to turn down setting, I think 580 4gb is good for another 4 years on 1080p

Get the RX 570, best price/performance for the budget. I will do the math for you.

This price is pretty high compared to other regions (570 4gb is $135 here, 580 is $170, $20-30 more for 8gb variant and don't mind the 1060, it is still overpriced here)

1060 laying between 570 and 580.
580 give around 13% more performance than RX 570 (for 25% more in price)

GTX 1660 is somewhere around the previous gen 1070. You can get the 1660Ti for $290 in other regions.

 

Conclusion: RX 570 for best price/performance ratio, 1660ti for the best balance between price/performance ratio and power consumption.

Other way around, your CPU will bottleneck your graphics card. It won't be able to keep up.

I have used my rx 580 4gb with both a i5 3570 and an i7 3770 playing battlefield 4, 1 and V, fortnite, apex legends, pubg, star trek online, and many more. I can confidently say that the i7 3770 did give me a noticeable performance increase. The i5 3570 does well enough, but believe me. In the battlefield games and fortnite, my fps went up. I was able to benchmark valley, firestrike and furmark stable at 1465mhz core and 2250 memory. In bf4 i can play ultra maxed, battlefield 1 and V high with no aa, pubg maxed, apex legends maxed settings with no aa, sto maxed all settings. I play 1080p and aim for constant or near constant 75fps because i am running a 75 hz freesync display. 

 

Its not a bad card, but as already stated...only get the 4gb variant if the price is good. Then the value aspext of it will make it a good choice. If you are aiming for 100+ fps on a 100+ hz refresh rate or have a display with gsync...then go for nvidia

I have an i5 3570 with a gtx 970 which is kinda comparable to those cards at the price point (except for the 1660, of course). What I've been noticing is, in newer games, the i5 3570 can hold back my 970 in games like FFXV, GTA:V, MH:W in 1080p with mixed settings (Texture: high, Shadows: low, No AA). So it might be good to look at a cpu upgrade along the line too. but older games or some new games that don't really use cpu, its gonna be good. tho a 4gb 570 would be solid and those things are just popping out everywhere in my place for cheap.

Yep, that's why the RX 570 is pretty good. It'll give you 60 fps in most games at a good detail level, without spending too much money.

In India, RX 570 AND RX 580 4GB variant have very narrow price gap. So should i opt for RX 580 4GB .Only 10$ gap

Oh if the price is so close, the 580 is great value. And then when you get a better CPU you can take better advantage of it. By the way, what kind of used CPUs can you get? An i7 3770 would be a good upgrade for you in the future.

Are you sure i7 3rd gen will help me?

People were telling me to switch to at least 7th gen. 

If i7 3rd gen works then that will definitely save lots of money.

7th gen i7 is good and all, but why did people recommend that specifically? 8th and 9th gen is where the good value is, 7th isn't new enough to have fair pricing and not old enough to have good deals. 3rd gen i7 is a big boost over what you have, and depending on which i5 you have, it could be huge. Which 3rd gen i5 do you currently own?

Exactly dont remember the model.But it is a non 'K' based processor. Frequency 3.1GHz with turboboost

Wow 3.1 is pretty low. The i7 3770 is base 3.4, 3.9 with turbo, so that's a big upgrade for you.
