Is it better to Buy a laptop with 4GB DDR4 and 16GB OPTANE or one with 8 GB DDR4

Normally I would say depends on the model. While I do believe that model is super important, 4gb of ram is just not usable in windows 10. You really need a bare minimum of 8gb to do even the most basic tasks.
