Restore lost Outlook 2013 data after a Windows roll-back?

I've cleaned some malware (with HitmanPro) and updated drivers on a Win10 Lenovo 310 laptop.

Next boot couldn't boot into Windows, the safe mode nor was the system restore able to restore to an earlier checkpoint.

The only option was to do a Windows refresh with keeping user files.

Now I've found out the user had some important mail in Outlook on a pop3 account from the ISP.

Is there a way to "restore" the lost mail data once Office 2013 has been installed back?

The Windows.Old wasn't deleted if that helps. The drive wasn't formatted in the process.

I've recently had to buy and use the recovery software from https://www.easeus.com/ with great success when a drive volume was deleted. The free version says it will allow you to recover up to 2gb. I would give this a try and see if you can find the files you're looking for.
