Dunno if this'd help but I'd like to share my experience with the ASRock AB350M:

It's a decent motherboard that you could find for pretty damn cheap, often below $60. It's very clearly a budget B350 board, but it's a better board than you'd expect because of the expectations one might set for it. Don't expect miracles with overclocking (especially on a Ryzen 7) but it can tackle Ryzen 3 and 5 overclocking fine.

Shit tonna USB ports and that's one of my favorite features by far. Also, PS/2 ports, which I did find a use for a few times.

My major problem with the board is potentially trivial for some and deal-breaking for another: the PCI-Express slots and the positioning of them. This board has two of them, which is fine. What's not fine is that the top slot is a 1x slot and the one below it is a 16x slot, and for someone who has a capture card and an R9 Fury X, it really doesn't look nice. I feel that ASRock should've done a top 16x slot and a third slot 1x slot. Also, only one fan header, which makes very little sense.

I like its UEFI interface, it's not overly complex or flashy and works rather well. I also don't mind that it supports dual-channel memory even though this board only has two RAM slots.

 

At this point, you should get the B450 version of that board; in fact, the AB350M is basically discontinued. But that's just my two cents from someone who's owned the board for over a year.

Is and S tier board necessary for me? I will be ocing a 9900K to aa high as it can go, probably 5.2GHz or higher maybe. Also I am gonna use only 1 RTX2080 Ti, as well as 32Gbs of DDR4 3600 RAM. Quite a high end system. If not, then what tier should I look at?

you want at least a tier a. something like a aorus master should fit you great

Asus Rampage VI Apex is discontinued AFAIK. I'd recommend it to anyone who wants to play with x299 and has a chance to get their hands on it but unfortunately it's very hard to get. 

 

You might want to either add a disclaimer there or just flat out remove it.

Yeah probably in few places as well. Just providing additional info. Oh and btw I think they discontinued the Rampage VI Extreme as well and replaced it with Rampage VI Extreme Omega. Not sure though, I'm kinda skipping most info about current HEDT platform.
