Segotep is an Asian brand. Doesn't really have much market outside of Asia. Probably won't find any western reviews for them.
Segotep is owned by Colourful which is another Asian brand known for graphic cards. They also own Fortech which is the OEM for the PSUs which are sold under the Segotep brand name. Fortech does stuff for other companies as well.  They made the Enermax Patinum PSUs, so it's entirely possible that they have their own line of 80+ Platinum PSUs.
No idea about that particular model though, and like I said probably not going to find many western reviews since they're rather limited to Asian markets. Looking at the internal images on the sites listed they don't match up with internal pictures of the Enermax units, so must be different platform used.
Maybe @jonnyGURU or @OrionFOTL know more about Segotep/Fortech and their platforms.

it is the same platform as the platimax, which is a tier a+

I don't see any distinction of all the different Platimaxes.

It only mentions "Enermax Platimax" when we have 10 units of the original Platimax (out of which 500-600 is one platform, 750-1000 a different platform, 1050-1500 a different platform, and 1700W another different platform) and Platimax D.F, which has 6 units (500-600 are one platform, and the 750-1200 are a different platform).

 

So this one entry of "Enermax Platimax" covers 16 units with 6 different platforms from 3 different OEMs, and I reaaaly doubt anybody who made this list checked reviews of all of them and put them all in the same tier intentionally.

 

After the comma it also mentions "Platimax Digifanless", but such power supply doesn't exist.

LLC Resonant with DC-DC.

That'll be fine. 450W is plenty for that system.

Yeah... RTX 2060 going to consume less power than the RX 580 anyway. 2700x would consume little more than the 6600k, but in the end it'll all balance out really.

All up probably looking at ~300W peak power for either system with a little OC.

rx 580 oc'ed=235w

5fan and 2 hdd = 40w

 

total=380w , which means it give 85% load at the psu, it is fine for the long term?

don't worry about the efficiency curve

 

it's completely fine, these days PSUs are rated on what they can continuosly deliver

I thought the 2700x system was paired with an RTX 2060 (around 160W)?
The i5 6600K (stock) is like 70W so if that is paired with the RX580 then yeah, still around the same as a 2700x paired with an RTX2060.
"Worst case" scenario of the 2700x + RX580 will use a little more power, but you'd still be well within the limits of a 450W PSU.
I have an i7 6700k and GTX 1080Ti and I have to go pretty heavy on the overclock to exceed 450W.

Either way you answered your own question. Also real world gaming power consumption will be a little less than the power consumption figures for synthetic power tests. Regardless, decent PSUs should have no issue outputting 100% of the power 24/7.

yes i mean 2700x and rx 580 are worst case scenario.

no, because the 9900k alone can do 200-250 watts on stock

its dc-dc and has a pretty strong single rail 12v. its cost 40$ for 400w which is pretty cheap

It only claims DC-DC for the 3,3V rail, which is independently regulated anyway. The 5V and 12V rails are probably regulated together. Also, being single rail just means it lacks multi rail OCP. 

Probably in one of the trash tiers.

is it worth to get the whisper instead of evga? what does make whisper much more expensive other than wattage and modularity?

I'd not look at the EVGA at all.

They aren't anything special.
