Wondering if a 1660 ti will work with my i7 3770.

It will be it has more cores, but as for actual overall performance the gap is not huge.

my 7700hq gets about the same score as a 3770 on cinebench and i have a 1070 and havent had any bottle necking, the gpu is about desktop clocked, but doesnt boost as much ,

if that helps in any way

I would find the cheapest set of 2400mhz you can on Ebay, this can easily upgrade your minimum FPS to 10-15+ FPS sometimes less and sometimes even more.

Canada and I dont have 3770k I just have the regular 3770

This thing https://pc-builds.com/calculator/ is broken. Obviously built by someone who does not understand bottlenecking.

I pair an FX 8370 and a Radeon R9 380 and it shows the GPU is too weak for the CPU by some 20% but in fact, I had such a combo and the GPU was bottlenecked by 20-30% in some games.

1660 will be fine with the 1660 ti, though value wise the 1660 or the 2060 are better deals.

I have 144hz but right now im getting only 60fps with my 1050ti on apex at lowered settings

Just game for a few months on the i7 3770 and the 1660Ti and once Ryzen 3000 comes to stores (after a month or two on the market, don't go for it the first few weeks) you upgrade to that.
