Broken Graphics card?

So I recently upgraded my PC's power supply, motherboard, cpu, and ram. When booting it gets to the bios then I try to start it and it says "please power off and connect pcie power cables" I have both 6+2 pin connectors plugged in on my gtx 1070 and I've tried switching cables and slots on my power supply. Please help

Did you connect the 24 pin and 4/8 pin CPU connectors?

Yes, everything is plugged in I read all the manuals. I can get into the bios but when I restart and try to get into my computer it freezes. If I don't open the bios it says to connect the power cables
