New PC Parts still the same problem

So recently I upgraded my pc in order to get better fps, after clear installation of windows 10 I get still 50 fps and my cpu and gpu usage are below 60 percent

PC Specs
CPU: 5 2600
GPU: RTX 2070
RAM: 2x8gb 3000hz 
620w
1tb+120gb ssd

This literally doesn't relate to your problem at all, but I'd get a better PSU. There exist 0 decent 620W PSUs, something like a Corsair CX or beQuiet! Pure Power 11 would work quite well.

I have pretty good Seasonic, it was chosen by specialist

Something with EVO edition Bronze but im pretty sure its not the case right now bc other games are working fine

4095MB NVIDIA GeForce RTX 2070 (Gigabyte), normally 44 when im not gaming, but when im gaming somth like 70

But also when my fps drops to 70 or smth like this my game feels fully unplayable like 30 fps it was with my i5-7400 gtx 1050 ti too so im wondering whats the problem here, others (Streamers) Can normally play with 70 fps and even 50 but my game is feels like 20 30 fps

Let's start from the basics, run DDU in Safe mode to get rid of your driver again, reboot and install the latest nV driver.....should be 419.35. I would suggest that before you run DDU, disconnect your net connection, Windows sometimes install an old driver before you can install a new one (possible due to high speed net connection). Once you restart, run the nVidia driver installer and reboot after the install. Let's see where you land after this.....

Run some benchmarks first and see how scores compare. Do you get similar issues with other games? Could be just Fprtnite in which case you can play around with drivers to see if that helps.

The problem is not my components not working well the problem is while playing game dont want to use more than 60 percent gpu and cpu and how I can possibly rise the usage

Don't worry about CPU. It shouldn't be fully utilized unless you are playing really CPU heavy game. And my understanding is that Fortnite is optimized for anything that can run basic OS. GPU is usually about drivers not being optimized for the game. And trying different driver version is usually the fix. There are others, but since I haven't myself seen any such issues which drivers wouldn't fix, I don't have any suggestions on what to try. (Which is also kinda why I asked about other games)
