PC won't post bios after changing gpu

Hey, 

I've recently bought a gtx 1060, 2nd hand really good deal, it's working perfectly tested on 2 different pcs. Now the problem is it refuses to work on my board. The 2nd pc it was tested on has an even older mobo and the same psu as mine. 

I've tried ddu in safe mode (option for new gpu), resetting cmos by pulling battery out and letting it rest a bit, jumper cmos clear, power draining cpu, disabling and enabling cms, every bios combination possible (or at least ive bugged around with settings i know). A 12h ride yesterday, i've given up and looking to swap it with a rx580 see if it works better since my system is full amd, i know it doesn't make sense, but my pc doesn't like anything not amd.

I've tried all pcie slots and all 3 dp, hdmi and dvi. And surprisingly all work on my friends pc. The videocard shows great results in benchmarking as well.

(270x works perfectly fine in all slots)

 

PSU - CM 600w

Motherboard - AsRock 990fx Extreme 3

CPU - FX 8350 was oced now its uefi defaults after cmos resets, water cooled

Old GPU - sapphire 270x 4gb oc 180w

New GPU - zotac 1060 3gb amp edition 120w

RAM - HyperX Fury 16gb 1600mhz

 

Thanks in advance! Looking forward to messing with this more I'm especially curious what can be causing this.
