RTX 2080, i9 9900k - Stuttering in GTA 5

Hey guys,

I recently upgraded from my Asus ROG laptop to a custom build PC but I have this issue with stuttering in GTA 5. I can't say it happens with a specific pattern but I noticed it is worse when in Michael house. If I go outside it happens at random times but sometimes I can play without stuttering for 20 minutes or I can happen much more often.

I made a video with the issue: https://youtu.be/oEEgD7UAHkg (Graphics Settings at 1:35)

SYSTEM SPECS:
CPU: i9 9900k (no OC)
AIO: Corsair H100i RGB PLATINUM
MB: MSI Z390 GAMING EDGE AC
RAM: Corsair Vengeance LPX 16 GB DDR4-3000 CAS LATENCY 16
GPU: MSI RTX 2080 8 GB GAMING X TRIO
PSU: Corsair HX Platinum 750W (set on Multi Rail)
STORAGE: Micron 128 GB (just a temporary SSD that I had available, the 970 Evo ordered is in transit)
MONITOR: Alienware AW2518HF 24.5" 1920x1080 240 Hz (G-sync compatible)

OTHER MENTIONS:
- No OC to the CPU, I left BIOS settings to default.
- I enabled XMP for RAM in bios
- I set the RAM voltage from the default value of 1.200V to 1.350V
- I tried using Game Boost feature of the MSI mobo but it didn't help
- Since I only have that 128 GB SSD the space left in ? is ~1 GB or less
- I tried this with both G-sync compatible option on and off

Can you please give me some suggestions about what can cause the issue?
Thank you in advance.

replace that first , kinda looks like the game is fetching assets and just hanging when doing so

Wait you only have about 1gb of storage free AT ALL?

This is obviously the issue, you have no pagefile available and GTA V uses it.

2 Issues.

The SSD is full and it's only 128GB....

Playing at 1080P, although it is a 2080 so it should be ok at 1080P.

Regarding the SSD being full. It might be this or it might not. I have to wait for the 970 Evo and test with it to be sure but I suspect this is not the issue because I tried enabling V-Sync which limited the FPS to 120 but the stuttering appears to be gone.

Try clearing out the SSD to leave about 13GB free.

If you still get stuttering it’s something else.

My SSD only has Windows, the basic utilities such as afterburner and dragon center and GTA 5. There is no way I can free up more space. However, I made a test with very low settings and the issue still persists.

You have 16GB of RAM...you can try disabling pagefiling on your SSD, so the data goes into RAM instead.

~1GB on a SSD is really low (hence I personally recommend 240GB as the bare minimum, or a cheap 480 / 500 GB if possible, these days).

I've got a 512 GB M.2 970 Evo on its way. Thank you for the suggestion. I managed to solve the problem by limiting the FPS. It seems to be a high FPS problem. If it goes above a certain point which I discovered to be ~165 it starts stuttering. That's why it happens mostly in the interior (such as Michael's House) because due to occlusion culling I can hit higher framerates.

I also found this to be linked to the issue:

And according to this, it is a bug of the engine when hitting 187.5 FPS:
