Dell inspiron 5680 BIOS wont update after windows reset

WARNING: I am still kinda a computer noob, I know a little bit about computers here and there

 

So I got this pc last year at best buy around august and its been working perfectly since then until about a month ago when I reset my windows and now my BIOS wont update.

 

Everytime I try to update it thru the dell update app, after restarting it goes to a bios screen for about one second saying ROM denied or ROM not allowed or something like that

 

and now its affecting my performance in games a lot like wherea b4 the windows reset I got about 200 fps in r6 siege, now im getting like 130 which is horrible cuz I have 144hz monitor

 

and yes ive updated the gpu drivers

 

I dunno if theres like a cpu driver i have to update or something or is that just the BIOS? or is BIOS for the MOBO?

 

I also dont understand how a Windows reset affects the BIOS wtf idk anymore plz help

Everything is being upgraded so it might be out of date or I missed something
