You can try this out if you want to.
It in creases the resolution the frames get rendered in so it increases the load on the GPU and should reduce the load a bit on the CPU.

You can try it out a bit it wont break anything.

I've tried it, fps drops a wee bit but nothing else. CPU and GPU usage are still nearing 100% at all times under load from BF V, most other titles, the CPU now goes down to 20-60% usage, depending on the title. I'm gonna buy a 2560x1440p 144hz monitor next month when I get paid, see if pushing that extra monitor power in will help my CPU go down abit. Thanks for all of the help you lads have given, much appreciate it :)

OP is this in general or just multiplayer for bfv?

Edit: Okay no need to answer that. So im running a 9900k same as you. Im running with a Gaming X Trio 2080.

Im not really a Battlefield player but decided to launch the game to test this for you.

Now single player, CPU never broke over 50%. GPU was basically 100% which is normal in pretty much any game you come across.

I was hitting 70-90 FPS in borderless windowed mode on one of my dual 1080p 144hz monitors. Meanwhile my system has Chrome open and Opera Browser and Steam and Discord and other programmes. Trying to tax the system.

In multiplayer (which i have never tried before but i died a lot) my CPU did hit 70% and would spike a little higher for a moment. But nothing like your 95% which you appear to suggest is pretty constant.

I should note that I was using my CPU on stock settings without overclock (simply because I havent had the time yet to tweak it myself).

I dont know if this helps you at all. But from the same CPU, mine at stock and yours overclocked, I didnt hit your 95%.

Whether it makes a difference though, im running 32GB RAM at 3200.
