If the RX 570 or 580 is much cheaper get that with an R7 1700 instead of the 6 core most likely. Editing software doesn't really care about your GPU past a point.

Or find a cheap used Ryzen CPU and save some money for an upgrade to the 12 core CPUs coming in june/july

You can't get any smaller than the Elite 110 unless you just buy a NUC or something.

Only the 250D. The others are quite literally almost shoebox sized, especially the Sugo.

I have an Elite 130, it does well when setup right. I use a front exhaust 120MM fan with some restrictions to force airflow over the board and GPU cooler. It's currently got a GTX 960 4G and an i3 4130 with a normal sized PSU, temps with the case open and closed are fairly close even when full loading the CPU and GPU at the same time as long as you have appropriate fan curves.  I've got no complaints really, there's a SSD, optical, and a 3.5 HDD stuffed in there too and I could probably squeeze in some more drives if I wanted to.

Can always mount your PSU in the front of the 130 to fit a larger air cooler.

I edit 4k footage on an RX 580 well enough in Vegas Pro 15, though my CPU is a 1950X.

Whatever case you get, just make sure you can fit plenty of CPU cooling.

Can also look into something like the Hades Canyon NUC if you can find one cheap.

Absolutely. You get lots of reach inside the case and it pops apart quite easily, with many modular holding brackets for the components.

Just check the measurements on their site, but it's about as small as you can make an ATX case, it's not much bigger than the components themselves.

It only fits short GPUs

If you do get the Elite 110 make sure your PCI-e power connector on the GPU is on top and not the back else you may have issues.

Well it's not tiny tiny but it's certainly small but spacious inside. It comes apart pretty easy to build on though so it's not unpleasant to work with in the least. The GTX 960 I'm running is a larger card, an EVGA GeForce GTX 960 4GB FTW GAMING w/ACX 2.0+ which is 256.5MM long and there's a little room to spare even.

The Coolermaster elite 110a (aluminum panel) looks nice but the cooling does worry me. Silverstone SG13 looks like got better cooling and doesn't seem too big.
