So Bitdefender wont allow fallout 4 to change any files how do i allow it to?

Do you have full version or free? I don't have free at hand, so I would recommend turning it off while doing something like that. If you have paid version, open your notifications, click on correct one and allow Fallout to modify files. This issue comes from their Safe Files thing which bit aggressive.
