does this processor bottleneck with my graphic card?

No, as a user of a high end model RX 570 with a 3550, i get full use from my 570, your CPU is slightly faster than mine.

Not really. It's the perfect pairing. You may get a bottleneck in one or two of the really cpu demanding games, assassins creed odyssey, cities skylines, that kind of thing.

dmc 5 lag for me yea odyssey also lags but not to much.

3GB Vram might be limiting, have you checked temperatures, Vram usage & what settings?

Depends on the game.

 

DMC for my 6/12 only uses up around 17-25% CPU and 60-80% GPU use during gameplay 1080p at 144 cap.

 

In WoW though, when your frames drop in a raid, even a 5.1ghz 9900k is going to bottleneck even a GTX 1070

It will mostly be your RAM that struggles. I can easily reach 8GB RAM usage while playing, over 10GB with browser open

Yeah but are you playing at the same Res and quality settings as he is?  His monitor is 1440x900 and his GPU only has 3GB of vram.  First thing I'd upgrade on that rig is GPU which is a more limiting gaming factor than the 8GB system ram or the CPU.  CPU and RAM would be next but unless the game is BFV changing the CPU first would not make near as large an improvement as a GPU with more power (BFV as we know destroys older 4-core CPUs) the CPU he has can at least handle much more GPU than a 1060 3GB version.

As a user with a 1440x900 75hz (i use my Sony Bravia too at 1080P 60) The GPU is most likely this persons limiting part.

8GB 570 is an upgrade if he is free of Vram constraints.

the only problem is that it uses a over 10 year old outdated design, and that newer designs like the cx(m) exist...

 

i get that people are attracted to the seasonic name, but that's why i have a simple rule: NEVER JUDGE ON BRAND

520 is more than enough in the first place. A 450w is more ideal for it. 

 

A corsair CX450 is a much better PSU design and costs about the same amount of money as the M12ii 520w.
