Agent Crimson

Check out the Dell S2716DG: https://pcpartpicker.com/product/BcTrxr/dell-monitor-s2716dg

- It's 27", 144Hz, 1440p, TN, and has a respectable brightness of 350 nits. It also has decent reviews.

- One problem with this monitor (and other high refresh rate 1440p at this price point) is that colour accuracy is garbage. This monitor is not suitable for any sort of colour sensitive work since the blacks look more like dark greys.

I recommend getting a good 1080p 144Hz panel, like this one: https://pcpartpicker.com/product/vhQG3C/asus-vg279q-270-1920x1080-144-hz-monitor-vg279q

- It's 27" 1080p, 144Hz, and it's IPS. I'd personally take an IPS panel over a TN one any day, no matter what the screen resolution is.

MSI Optix VA panel so than a TN panel. 27" 144Hz Freesync supported (so will work with a 1080ti with the new drivers)

1ms response time too

Alternatively:

Samsung C27HG70 with same as the MSI brand.

Both within budget
