The cougars you've mentioned will perform head to head with any Noctua fan. If you need a 3 pin solution my vote would go to Gentle Typhoons Ap15's

swiftech makes a helix 120/140 fan (looks like the GTs) for $10-$12 and i think they undervolt better

and no noticable click or whine doing so. another for high static would be the BGears B-Blaster 120.

inexpensive, high pressure and again, undervolt well.
