CPU SPIKES WITH HIGH END BUILD PLEASE HELP

I've been having these CPU spikes for a month now and I've been looking for every possible way on fixing it.

My specs:

CPU: Intel Core i7 9700K (Watercooled with NZXT Kraken x62)

RAM: HyperX Fury DDR4 8x2 GB
GPU: ROG STRIX GEFORCE RTX 2080 OC Edition
Motherboard: Asus Maximus XI Hero (Wi-Fi)
Display: Acer Predator XB271HU 27" 1440p 144Hz G-Sync

stutters come in CPU spikes and are not affected by graphics quality. 

Please anyone need help

CPU spikes are normal, does this cause stuttering on screen?

Is your i7-9700k OC'd?

How long do the CPU spikes last ?

If they are long enough, you could connect a second monitor and have task manager running on it, to see what process make the CPU spike.

They last about 0.3 Seconds and there is only 1 resource intensive task running and that's the game I'm testing

yes the cpu spikes does cause massive stuttering on screen. And yes the i7 9700k is overclocked to 4.9Ghz but the temps are less than or equal to 80 since it's watercooled

it could be throttling, try dialing it back a bit.
