Question about 100hz TV

Hey! I am currently using a 4k 60hz TV for gaming on my PC and consoles. I bought a new 4k TV with native 100hz ( 800hz motionflow that will of course be turned off )  as I am giving my old one to my mother. As of right now my computer is not powerful enough to display 100fps in most modern games but I was wondering if its possible to play at 60hz on a 100hz display? Will it be the same as playing 60hz on a 60hz display? Also, how will the 100hz display affect my ps4 when it comes to gaming? Will it just display the same as it is now on a 60hz TV?  Thank you.
