looks like a rivet, drill it out, pry it off, break it someway, them's more or less all the options you got

As said it's a rivet and not designed to be removed, if you want to you can drill it out and replace it with a bolt and hex nut.

That is doing something important, most likely. If you really want to remove it, go ahead. But, if you wanna hide it just paint it black.

What case is it? If you want to remove the PSU shroud that can be possible but not as simple as unbolting it.

From what I see those rivets hold the HDD cage in place, if you want to remove the HDD cage it would just be a matter of drilling out those 4 rivets from what I see. However if you want to remove the whole PSU shroud you will need to go around to find the rivets that hold it in place and drill them out, however it will make the case more flimsy as it's part of the structure of the motherboard tray and what holds it in place. 

 

Can't find much details of the case so can't say exactly where the rivets are or what else needs to be done exactly.
