Can a Cold Therapy device like this be used to cool a cpu or gpu?

Just curious and would love to see if a device such as this could be used in place of a more traditional water cooling system.

It's a rubber outer casing so that would not work for sure, and it seems like it's just attached to a condenser so it's basically just a chiller but for humans. Linus did something similar for the "subzero threadripper" video, or something along those lines.
