We would need quite a bit more information to give an answer to the question but if your asking if a desktop pc can be used as a server then the short answer is yes see my signature below for my home built server

I think you mean file server or NAS? FTP isn't designed for your purpose, especially when file sizes increase for files like videos,  ISO files, ZIP archives etc.

It might help if you start with what you want to be able to achieve and then we can work backwards and figure out the best way to achieve that.
But yes, it is possible to use an old computer as a 'server'. My old system is being used as a NAS/media server.
