Chromium doesn't allow or support virtualization by default, you will need to build Chromium yourself with support. This also seems to require you to use KVM instead of VirtualBox.
Looking at another page it doesn't seem like VirtualBox works on Chrome OS, and you will need to "dual boot" Ubuntu with Crouton if you want Chrome OS and VirtualBox without restarting.
