Help, it's starting up and turn off and starting up and turns off

Is my motherbord broken, I test my power supply it worked. The power supply is a g3 850 from evga. And my motherbord is msi z370-apro Could this be fix? Most of the time it won't even start up, then there times that is startups then doesn't show on a display

reset the bios.

he doesn't know how to open the thing, let alone overclocking. lol.
