I guess he just want something that isn't a desktop, which in this case would be MSI GT75 TITAN 4K-012, GIGABYTE AERO 15-Y9-9RT4K6MP , or the MSI GT75 TITAN 4K-011

Whats the best laptop with 17 inch screen, i9 processor, Full RTX 2080 (Not a Max Q). Any laptop even in future releases.

Location? Budget? No preference on weight and battery life?

Feel free to ask for recommendations if you're looking for a new lappy!

This: Custom Built MSI GT75 8SG TITAN-013 - 17.3" FHD 144Hz - i9-8950HK - RTX 2080

The GT75 Titan has one of the best screens and keyboards in any laptop and has superb cooling. If you configure it with HIDevolution's Thermal Grizzly Conductonaut + Fujipoly Extreme Thermal pads + bottom panel mod, you'd get even better cooling.

this is the bottom panel mod which I got on my GT75 Titan from them:
