What would be a better upgrade with a rtx 2070, i5 4690k and 1080p 60hz monitor?

So i currently have an rtx 2070 and i5 4690k(it's bottlenecking on cpu intensive games and i have an underkill monitor, but i plan to upgrade procedually). What would be the better upgrade to do first?

 

I play games, code, and trying to learn how to 3d model.

Take care of your bottleneck first.  A new (higher refresh rate) monitor is nice but if your issue before you expand.

Get a new mobo that can support the newer CPU's and then also new DDR4 ram.  Buy the mobo, current gen processor afterwards, ram, then focus on the monitor last.

 

3d processing, try an i7 9th gen.

 

It's what I would do if I had the money.  I'm running a 4670k with a 2060.

If you can find i7 4770k/i7 4790k for less than $150 get that. 

Otherwise, just save for a new platform. 

 

For 3D rendering, you can always just use the GPU which is much faster than a CPU so it doesn't really matter that much. (At least in Blender).

You need to deal with the bottlenecks.

1080p is too low for an RTX 2070, I'd recommend going for a 1440p monitor. 

The i5 can't feed an RTX 2070 on 1440p, not to mention 1080p, so you should upgrade that too.

DDR3 RAM is also limiting your platform upgrade wise, you'll have to change that too.

My answer here is no, actually.

 

You can get 5th/6th gen stuff pretty cheap now a days.

 

Get a good Z170 board, 6700K, and DDR4. You have an upgrade path all the way up to the 9th gen chips with custom bios'.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

(correct me if i'm wrong) i've seen cpu intensive benckmarks at 1440p with a i5 4690k and gtx 1080(similar performing cards), and the i5 doesn't seem to bottleneck:

I see battlefield 1 which actually has decent CPU optimization, it ran well on my FX, a lot better than Battlefield 4 for example. 

I also see the CPU constantly at nearly 100% while having framedrops in gunfights and the GPU varying between 90 and 98% most of the time.

For battlefield 1 an Haswell i7 would do great for the 1080 range card, but Battlefield V is a completely different story.
