Graphics settings do NOT impact the CPU only the GPU, it may be driver releated or you need a BIOS update, I have a friend that has an 1700X and RTX2070 with the same problem. 

Update BIOS re-install 1050ti drivers

I have just updated GPU drivers and update the BIOS a few hours ago

is the cpu usage still high even when idling or doing nothing? or try (its a longshot) to restore your pc using a restore point to see if some bad install recently is causing it.

 

EDIT: or spam the update button on windows 10, it might be windows 10 downloading updates in the background, cuz you mentioned it started recently.

Did you use DDU? Check your BIOS for PCI-E settings, also have you tried other games? 

Run Cinebench and compare results it may be an unstable system.

Uhm its pretty high it spikes up to 55 when I open task manager

but if you leave it for a while does it drop lower? and not a constant 50% cuz opening task manager can show a big initial spike in cpu usage and sort the processes by cpu usage and post what you see here

Last thing to try is reinstalling windows but try to run in safe mode and see the CPU usage if its okay its really a software issue.

that is not normal something is definitely using up your cpu in the background. open task manager and sort the processes by cpu usage and post it here

Also did you try Safe Mode? 

if its a software issue it shouldnt persist in Safe Mode, check Cinebench and Task Manager in Safe mode, 

windows key + r 

type msconfig

select safe mode

Restart

Do you mean Diagnotstic Startup ? I can't see safe mode?
