The Xeon 5350 is a dual core, so it will perform similar to a Core 2 Duo. AKA: Too slow for modern gaming. Find an i7 960 or similar X58 compatible CPU's (or newer) in a Dell Optiplex fulltower. Change the PSU out and put in a GPU, good cheap system

There's a guy in Richmond, BC selling E5472's on ebay for $16.99 with free shipping right now. That would make for a great budget CPU, but it needs 1600mhz FSB. I think the X5400's have a maximum of 1333mhz, but they run at much higher wattage. The R9 290 is still a great card. If you're really not looking to spend any more and you don't plan on upgrading further anytime soon, I would say you're okay. Keep in mind, that you'll be stuck at 1080p and medium settings for a lot of games, but if that's fine with you I'd say go for it.

A cheap h55/p55 board and a x3440 would be miles better.
