It can but not well, 65W vs 91W. It will get very hot.

Can it? Yes, I suppose.

 

Should you do that? No. The 6600 stock cooler doesn't have a copper slug, meaning it's just a slab of aluminum and a really loud fan. It also means that your 7700K will overheat and throttle, even at stock speeds.

Aerocool DS are the best fans you've never tried.

Yes, it can. But I would highly recommend picking budget cooler instead. Or if you don't, tune BIOS settings. Disable auto-OC, set manual voltage etc.

If you don't feel like buying a high-end cooler at least get a Hyper 212 Evo (or equivalent like Cryorig H7 or M9 Plus) for between $29-39 it is well worth the investment to keep an i7 cooler than it's throttling point (and keep fan noise down).

Bad idea. Last place to skimp is on the cooler. At least fit a Arctic eSports 33 they are around $30 or even a Gammaxx 400 or GT.
