Line recording level changes on reboot

I set my LINE recording level (not the microphone) to 80, but when I reboot it changes to 86. This happens every time I reboot, even after disabling ANY program that might use my microphone.

 

I have a condenser that mic goes, via XLR, into my board mixer, then to my UMC-204HD which then goes to the PC via USB. The Line properties are set to allow 'Exclusive mode' with all enhancements disabled.
