PSU fan with plastic cover?

I bought a new power supply because the only way this one would work is with a normal fan blowing on it, I just opened it up because I wanted to put it in another computer and I wanted to see the fan and how much dust was in it and this like plastic shroud was screwed into it. What is it? Is this why it need a fan blaring on it?

It’s to direction the airflow.

Its a baffle, designed to change how the air flows through the hot parts in the power supply. Without it, air would take the path of least resistance and not go through the hot stuff.
