games stuttering

So i've had this problem for a while, almost all the games i play stutter, fps wise, and i can't find the problem. Been trying older drivers for everything, reinstalled windows, doing a lot of windows optimization tricks. PUBG is the only game that doesn't stutter badly, but the other games, like WoW, Rocket League, Black Ops 4 MP + Blackout, and the game that stutters the most of them all, that i also play the most, CS:GO. So sad to stop playing the game i enjoy the most because it stutters so badly it's unplayable. Does anyone know why this happens? I've read so many forums and tried everything i could find, no luck. Also wanna point out that most of my hardware is around 1,5 years old except the power supply, but i hardly believe thats the problem, or?

Asus PRIME Z270-P 

i7 7700k

16gb DDR4 Corsair vengeance

Inno3D GTX 1080 ichill x3

have you tried borderless windowed mode for your games? Sometimes it's a magic bullet.

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

Did you ever checked your hardware usage? msi afterburner is a good tool. Your Hardware is fine for the AAA games. 

Check your fps and what is hitting 100%, cpu or gpu.

My Setup: 
CPU: i7 4790 @3800 MHz, MB: MSI H87-G41, Grafik: Gigabyte GTX 1080TI, RAM: 2x 8GB DDR3 (1600), Storage: Samsung SSD 850 Evo

fps in cs go around 300-400, cpu 40-50% and gpu max 90%

tried for CSGO, didn't work, haven't tried the other games.
