werid screen flickering

pc recently crapped out stuttering flickering etc. so i reinstalled windows now this is happening on start up then the screen goes black. Any thoughts on what could be causing this and how to fix it? Also sometimes on start up i just get a blank blue monitor with no cursor and my keyboard isnt responsive.

Probably a dead/dying graphics card. If you're lucky then it's just driver related and booting in to safe mode and using DDU to uninstall the drivers and downloading the latest drivers from Nvidia/AMD website might fix it.
