From stock ryzen to CM HYPER H412R

My cpu temps are really high 70°C when I play some older games, but when I try to play hitman 2 it rises (idk max, cuz I turn it off immediately) So should CoolerMaster Hyper H412R help me?

70C is normal-ish, not that high. You can go bit over 80C without worries.
