Cooler Master MasterAir MA610P CPU Fan Heatsink

I have the MA610P CPU Fan Heatsink. I could not fit the two fans onto the heatsink due to one blocking the RAM slot; I am only using one fan, attached closest to the rear of the case. It is meant to use two fans to pull cold air in and pull warm/hot air out. Is it safe to only use one fan for this Fan + Heatsink? Furthermore, somewhat regarding the Fan + Heatsink, I am using an i7 8700 (non K). I have attached an image of the temperatures I typically get from the CPU. The temps typically fluctuate between 40° celsius to 65° celsius. Is this considered at all normal? This is usually under near-medium to medium load (i.e. Chrome with multiple tabs open, CPUID HWMonitor open, and File Explorer open).
