Is it okay if a cable is touching my cooler?

no problem, it can touch your cooler, use zip tie to mount securly, so it would rub and damage by vibration

So one of my case fans cables is touching my cpu cooler, if i put it on a way to not touch my case cooler it will be touching my case fan and it makes an annoying noice..

As long as it doesn't hit the blades, its fine. Cables are insulated and use plastic which is heat resistant up to over 100C. So they don't burn nor cause shorting. I usually tug fan cables under or between heatsink fins to keep thing tidy.

Nope mine are route around the cooler touching then to the fan header.  But my cooler cable is breaded.

My PC:

CPU: AMD Phenom II x4 955 (95watt @3.5Ghz @1.40V), MOBO: ASUS M2A-VM, RAM: Kingston 8GB (4x2GB) DDR2 800MHz, GPU: nVidia GT 710 2GB DDR3 (OC’ed Clock to 1300Mhz and Memory to 950Mhz), STORAGE: 250GB HDD, 500GB HDD, COOLER:  Cooler Master 212 EVO, PC CASE: Cooler Master Q300L , FANS: 3 x upHere RED LED Fans (2 Front, 1 Back), PSU: Generic 300 Watt PSU.

So a cable is touching the rear fan and it’s blades what would happen if it’s left like that for years?

Cable hitting blades would make noise.  Also mechanical wear would tear it open, causing damage.
