Steam on SSD and games on HDD

Settings, downloads, steam library folders button, and then click the add library folder button.  Pretty straightforward from there.  But, when you go to install/download a game just make sure it has selected the folder you created on the HDD.

Create a folder on your HDD, install a game from steam, when told to select the install location, simply select the folder you created on the hard drive. :)

To add to what valdyrgramr said after you added a new library if you right click on it you can choose "Make Default Location" and it will be set as the default download location for each new steam game install, i do this as well, as i have steam on my main OS SSD and the games on the game SSD.
