define permanent. as in for 5 hours straight, or as in you watched it for 5 minutes and it stayed there. If you're on a HDD and you load into windows, its gonna be maxed out for a while. For me as long as 5-10 minutes before I have max speed back. And any time you launch a program, itll be at 100% until it loads. What kind of drive are you using? Very important to know for helping you!

Gaming - Ryzen 5800X3D | 64GB 3200mhz  MSI 6900 XT Mini-ITX SFF Build

Home Server (Unraid OS) - Ryzen 2700x | 48GB 3200mhz |  EVGA 1060 6GB | 6TB SSD Cache [3x2TB] 66TB HDD [11x6TB]

Permanent as in it's just now reach 40 minutes worth of 100% with nothing open... I can't quite tell you the exact drive as this is a laptop, but the laptop itself is an Alienware R3 from 2015, with a 1TB HDD.

Sounds like a Windows 10 bug and/or a bad drive. I know Windows 10 has a 100% disk usage bug

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

Wall Of Fame (Informative people/People I like): @Glenwing @DrMacintosh @Schnoz @TempestCatto @LogicalDrm @Dan Castellaneta

That hdd is your problem, a ssd will make it much faster.

whether it's an ssd or an hdd 1000% usage with nothing open is still a completely separate issue... though i do know the speed increase of an ssd over an hdd :P

also considering this laptop is quite a few years old the hard drive i suppose could be bad, but i doubt it...

What is using the drive? Look in resource manager under what files are accessed?

Even with a good hdd, its gonna be slow on a hdd, windows is just being made to be run on ssds these days and will be slow on a hdd.

What is bad about the hdd being used? Its better off being used to build a cache or run a virus scan or something than just being idle.

If it's over a few years old and the usage is constantly at 100% for no reason, it might be about to die. My laptop drive was about 3 years when Windows slowed to a crawl and usage was constantly 100%. I just barely got all my stuff off it and onto a new drive.
