new build, new problems

So i just got done building my new rig, works well but i have a issue with temps, my cpu is sitting idle at around 60c which is ridiculous especially since i have a AIO in there as well, i tried reapplying thermal paste, no luck there, fans on the radiator spin as normal and are ejecting air through the radiator and out the top of the case. I cant figure this out, help?

PC Specs-

GPU- Sapphire R9 390 Nitro | CPU- Intel Core i7-2600 3.4 GHz | RAM- 12 Gigs of DDR3 Ram | PSU- 850 W Gold rated EVGA Power Supply | Motherboard- Asrock Z77 Extreme4 | OS- Windows 10 Home

What CPU

What AIO

What everything else?
How many fans?
fan configuration?

Ryzen 5 1600 @ 3.9 Ghz  | Gigabyte AB350M Gaming 3 |  PaliT GTX 1050Ti  |  8gb Kingston HyperX Fury @ 2933 Mhz  |  Corsair CX550m  |  1 TB WD Blue HDD

Inside some old case I found lying around.

Is AIO pumping?

im sure it is, the bios says its running full speed and its set to the correct setting, plus when i started the pc up for the first time it made a gurgling sound and then went quiet.
