Monitor wavy issue

So hello guys,
I wanna ask
My 1080p monitor (which only have VGA for some reason)
Have a wave like pattern on 1080p 60/59hz
If I set the resolution to 1080p 57hz

The image overscan,but the wave like pattern is gone
I wanna ask,can I adjust the overscan?
(Using Nvidia's resizing is no luck as it will change everything to 1080p and the wave like pattern still rages on)
Any help is much appreciated

Use : VGA cable,HDMI to VGA Adapter
