Fine for everything.

is it true that ripple increases over time?

It is true that the Capacitors die and that might cause the increase ripple.

But when the Caps die, you better replace the PSU anyway...

and what about ripple on the minor rails? is it as important as ripple on the 12V rail?

~90% of Load is on +12V, so minor rails aren't as important.

And even then, most PSU are at 30mV or lower...

So ripple increases only when they die, not through the course of their lifespan

what about recapping jobs, do you recommend them? I guess not

At least not dramatically...

Just look at the Lifetime of a Datasheet...

While there are things changing, if the Ripple Rises, the unit is dying.

You can also look at the HardOCP Review of the 10 year old unit revisted...

Not really.

Thing is when the Caps die we are usually talking about a low end, fairly old unit. Like 7 Years+

And there is actually an Article of a Capjob on Jonnyguru - wich shows the Ripple of the recapped unit was way worse than the one with the broken ones...

I've also read an article from aris that said capjobs don't always go as expected, he mentioned ESR, current leakage or something like that
