A Core i5 4460 limiting a GTX 1060? I don't buy that. There must be another problem. I suspect drivers or some software running in the background.

You CANNOT order from them. They DO NOT ship outside of Germany, period, unless you have a valid company VAT ID.
They announced they will no longer ship outside germany.

There's a sticker on the bottom, but yeah I think they bind to some serial number in your system (the motherboard I think?) so It probably wont do you much good.

You can't use it unless you take out the motherboard

More memory in general is better than faster memory, because if your gpu runs out of vram your games are a always going to be a slideshow as opposed to just running slower in general. Also 1 GB absolutely isn't going to cut it these days, not even for 720p gaming if you want to play modern titles.
I'd say don't get any of those two cards but rather a used GTX 660 or 750 Ti. 

I am really gratefull, a friend of mine has a Ryzen 7 1700 and my single core performance are better then his so I am happy for that $20 dollar chip. And am not hitting 92c° all the time ilde is 40-55 (depends on the core and background apps)

The store? Why? They dont have that product physically to sell and wont for some time, it is better if they simply de-list it until they get a reliable ETA to reduce customer confusion.  

You can sell that rx 570 for the miners and buy a 1070 with no loss however the video card would be bottlenecked by the g4560.

In Germany, yes, but I noticed people in the US have a harder time finding them. So if depends on where OP is. 
 
I'm not so sure about it. Ryzen has Haswell IPC, and the last locked Haswell i7 I saw on eBay (4790) went for slightly more than 150 EUR. That's Ryzen quad core price, which would be unlocked and new (I also saw an auction and with no bids for a 1400 in sealed box... And the starting price was EUR 120...)

7600K is a no no. Get a 5820K or a Ryzen 7 1700/5 1600.

The newer MSI Armor coolers are known to be insufficient...

because the owner of said non-OC'd card can just OC it and the tables are turned again.
 
also, what your card may OC to may not be possible on someone else's card. if you'd recommend someone a specific card because *your OC'd card can do something* would make the person feel less than pleased when his isnt capable of the same results.

Then do yourself a favour and get at least the i5 760 and an additional 4 GB stick of RAM. Also if you can spend some additional money some time in the near future; used R9 280X, R9 380X, HD 7970 (all of them use the same Tahiti XT chip) are really coming down in price. You can get them for as little as 100€ on Ebay, which makes them a wicked bargain in terms of price to performance. Your pc has much more potential than the consoles you mentioned... Who knows, there might be a game you really like coming out some time in the near future and then you gonna be really pissed when your PC absolutely refuses to run it. Also if youd like to try running BF4 with only 4 GB of RAM prepare for bad times my friend, it will lag like hell.
