    your GPU and CPU are aging (and they were already low end)
    I suggest that you upgrade to something like a dell g3.

    Haswell are still pretty decent overall. If you can get a cheap 4770 (or K variant if your mobo supports overclocking) or a 4790 you should be fine still for quite some time

    Otherwise if you wanna build a new System (Keep in mind that you would need newer DDR4 Ram as well) you could look into either 8th Gen i5/i7 like the i5-8600K or a Ryzen System like a Ryzen 5 2600 depending on what you wanna do with it

    Overall this seems like you reached the limit of your chip.
    I really wouldn't advice pushing it any higher. 85c is after all the max safe temp for 24/7 operation as stated by Intel. Also 1.4 volts is already kinda high, maybe start thinking about degradation. If you absolutely need to go higher maybe you should delid and swap the TIM for liquid metal first.

    So let me clarify. It isn't exactly throttling, but the way boost 3.0 works. It adjusts the boost rate based on temperature. So once temps hit 45-50C the boost frequency will slowly start to decrease in steps. So you might be boosting at 2ghz at 40C, but at 50c you are boosting at 1961. Then at 60C that might be reduced to 1896... and so on.
     
    So if you want to maintain a maximum boost frequency you need the best temps possible. You cannot change the way the boost works btw... so all you can do it gets temps as low as possible.

    Whatever, no one cares about the price of ultra high-end cards. People will buy them regardless.
     
    Whats much more important is, that the value model (eg GTX 1060) is getting a lot more expensive and has done so with every new generation since the GTX 660.

    Same happened me here with a 4790k and my z97 asus sabertooth mark s auto from asus puts 1,35v constant to my cpu and load line to 140% putting my cpu to high 70º under gaming without oc, when i started to touch settings 4,5 oced at 1,18-1,20  36º on idle 55º full load

    Thats wrong. 2gb works just fine in 99% of games. Take the GTX 960 as an example, still runs every game in 1080p at medium to high settings.

    Since fourth gen is allready starting to show its age a little you should go for the a 4790 if you dont want a 4770k. The 4770 is quite a bit slower than an overclocked 4770k.

    Really depends. For GTA 5 it might do since its a couple of years old now. But not for the latest games at ultra settings. I own a GTX 1060 6GB and in some games its barely enough to keep maxed out settings above 60 fps in 1080p. For example in The Witcher 3 it really struggles in some forest areas despite being paired with an overclocked 4770k, so I think a cpu bottleneck can pretty much be ruled out. Games where it also struggles (in no particular order): Rome 2 Total War, Arma 3, Assassins Creed Origins (should not have bought that one...), Dishonored 2. 
     
    If you want to go all out on the graphic-options in 1080p (and also 1440p) I'd suggest getting at least a GTX 1070 (if you can find one that wasn't abused by f****** miners lol). The 1060 is really good for its original msrp, but in some scenarios it doesn't quite cut it.

    I worked with both of these multiple times (when the 212x was still called 212 evo) and unless you don't use an AMD AM3+ or FM2+ type mounting bracket on your motherboard the mounting mechanism of the Hyper T4 sucks really really bad. Doesn't completely hold the cooler down unless you use ridiculous amounts of force. And then its still really easy to pop back off because theres no screws holding it down but some lever mechanism which you have to overtighten on intel. Also the Hyper T4 seems to perform slightly worse than the 212, but that should not matter since your can't oc your chip anyways. Also the T4 doesn't take up less space then the 212.

    You shouldn't ever do that in a performance oriented setup. GN made a video showing that it does make a big difference if you run dual or single channel. Regardless of that I dont think that missmatched ram causes your framerate issues.

    I was fairly sure the 2000 series would be the consumer graphics cards for next year... I think you've confused the 2000 series with the Titan Volta

    4.2Ghz on Ryzen is asking a lot. Most top around 3.8Ghz, 4Ghz if you're lucky.

    A lot of his Pimp My Ride videos lead people into buying parts which are flashy-looking or going for the most high-end specs regardless of real-world performance.  I've seen at least dozens of posts on the Build Help forum in which people plan to spend $2000 to make builds like the ones in Linus's videos where they can basically the same performance for <$1400.
     
    Seriously.
     
    You only need an i7 if you're gaming above 60 frames.
     
    Don't buy a premium cooler for a CPU that can't overclock.
     
    GPU's are getting more power efficient with each gen.  You don't need to future proof your power supply at 800-1000w.
     
    Good air cooler > flashy RGB budget liquid cooler
     
    $20 case fans are a horrible value proposition for mid-range builds
     
    8GB RAM will game just as well as 16 GB 99% of the time.
     
    Forget a gaming chair.  Get a chair with good support.
     
    Forget a gaming headset.  Get headphones with good audio quality.
     
    A gaming keyboard isn't going to make you win more.
     
    "I need a build for general productivity" =/= "I'm building a machine to design 4K movies for Pixar on a daily basis"

    I'd get the Asus Prime Z270-P. Its one of the cheapest Z270 boards but does everything you'd need it to do. Also I personally like the Asus UEFI and oc-utility a lot more

    Hi, sorry for posting this much but you might want to know this for the future. While overclocking the CPU I noticed that the CPU Voltage only went up to about 1.3 or so. I put it on auto since I think it need at least 1.4 for a multiplier of about 22. The system is stable at 20.5 but the weird throttling still happens.
    Now, I noticed while playing some Borderlands 2 that the voltage limit and the CPU temp sync while the CPU is nowhere near full load (I know it says CPU2, but they all looked the same).


    So here is my hypothesis: The motherboard can’t deliver the voltage needed to so it voltage-throttles.
    Can this be correct?

    well, thank you for trying. I will look up some guides and try to figure it out. but at least I know now that it's the CPU that is causing the bottleneck.
